President Ruto Reassigns Principal Secretaries Following Petroleum PS Resignation

President Dr. William Ruto has reassigned two Principal Secretaries to fill the vacancy left by the resignation of former Petroleum Principal Secretary Mohamed Liban.

In a statement released on Thursday, Head of Public Service Felix Koskei said the reassignments are intended to maintain continuity in the administration and coordination of government functions within the affected State departments.

Under the new appointments, Kello Harsama, previously Principal Secretary for ASALs and Regional Development, has been moved to head the State Department for Petroleum, replacing Liban.

Meanwhile, Caroline Karugu, former Principal Secretary for East African Community (EAC) Affairs, has been appointed to serve concurrently as Acting Principal Secretary for ASALs and Regional Development.

Liban was among three government officials who resigned following allegations related to the importation of substandard fuel.

The others were Energy and Petroleum Regulatory Authority (EPRA) Director General Daniel Kiptoo Bargoria and Kenya Pipeline Company (KPC) Managing Director Joe Sang.

The resignations followed the officials’ arrests and questioning, though they were subsequently released as investigations into the matter continue.
