A Kisumu County Assembly ad hoc committee investigating own-source revenue collection has recommended investigations and disciplinary action against 11 county revenue officers over alleged irregularities and corruption.

The committee, chaired by Deputy Majority Leader Lumumba Owade, accused the officers of alleged revenue collection malpractices and failure to follow established collection procedures.

The committee called for disciplinary measures against the officers, citing alleged misconduct in the management and collection of county revenue.

At the centre of the findings is John Olum, the superintendent of Kibuye Open Market, who was accused of failing to supervise revenue collection from parked vehicles at the market and allowing collections to be made outside the Integrated Revenue Management System (IRMS).

The committee also flagged City Enforcement Officer Hosea Onono, who was accused of soliciting bribes at construction sites and parking lots.

Physical planner Elizabeth Oindo was accused of collecting bribes at construction sites, while revenue collector Elizabeth Kakai was accused of underbilling single business permits for petrol stations and mishandling revenue associated with outdoor advertising.

Another revenue collector, Caroline Gao, was accused of failing to charge tomato vehicles belonging to selected traders at Kibuye Market.

Regina Akoyo was accused of bypassing the main revenue collection system, while Anastasia Ajwang was accused of evading established revenue collection channels.

The committee also named Syprose Odie, Pauline Migoya, Pauline Buyu and Alice Cheto, accusing them of similar alleged violations involving the bypassing of official revenue collection procedures.

The recommendations now place the officers under scrutiny as the county assembly seeks accountability in the collection and management of own-source revenue.

The allegations have not been independently established, and the officers’ responses to the accusations were not included in the committee findings provided.
