The race for Kisumu Central parliamentary seat is shaping up as far more than a battle to replace an outgoing legislator.<\/p>\n\n\n\n
It is emerging as one of the earliest indicators of how politics will evolve in one of the Orange Democratic Movement’s (ODM) most loyal strongholds as a generation of veteran leaders prepares to exit the stage.<\/p>\n\n\n\n
For the first time in more than a decade, several of Kisumu’s most influential political offices are expected to be vacant at the same time, setting the stage for an intense contest that could redefine political succession in the lakeside city.<\/p>\n\n\n\n
Governor Prof. Anyang’ Nyong’o is serving his second and final constitutional term, while Kisumu Central MP Joshua Oron is widely expected to seek the governorship in the 2027 elections, opening one of the county’s most coveted parliamentary seats.<\/p>\n\n\n\n
The simultaneous vacancies have triggered early political manoeuvring, with seasoned politicians, business figures and technocrats positioning themselves to inherit the next phase of ODM leadership in the constituency.<\/p>\n\n\n\n
Among the candidates seeking to capitalise on the transition is Bovince Ochieng, Kisumu County’s Chief Officer for Education, Technical Training, Innovation and Social Services, whose campaign departs from the traditional political script.<\/p>\n\n\n\n
Unlike many of his rivals, Ochieng has never held elective office. Instead, he is banking on his record in county government, arguing that administrative competence and measurable development should outweigh conventional political experience.<\/p>\n\n\n\n
Whether that message resonates with voters could become one of the defining questions of the campaign.<\/p>\n\n\n\n
ODM nomination likely to decide the winner<\/p>\n\n\n\n
In Kisumu Central, as across much of Kisumu County, the fiercest political battle is unlikely to be the general election itself.<\/p>\n\n\n\n
ODM has dominated elections in the constituency for decades, making the party’s nomination widely regarded as the decisive contest. <\/p>\n\n\n\n
Winning the party ticket has historically offered candidates a significant advantage heading into the national vote.<\/p>\n\n\n\n
That reality has attracted a crowded and competitive field.
Former MP Fred Ouda brings parliamentary experience, established political networks and strong name recognition.<\/p>\n\n\n\n
Kondele MCA Joachim Oketch enters the race with grassroots structures built through years of local representation and close engagement with residents.<\/p>\n\n\n\n
Businessmen Edward Onyango and Abdul Dubai represent a growing trend in Kenyan politics, where successful entrepreneurs are increasingly seeking elective office by presenting themselves as problem-solvers from outside traditional politics.<\/p>\n\n\n\n
Ochieng, meanwhile, is positioning himself as a technocrat whose record in public administration offers an alternative leadership model centred on service delivery.<\/p>\n\n\n\n
Raila’s influence still looms large. No political contest in Kisumu unfolds without the shadow of ODM leader Raila Odinga.<\/p>\n\n\n\n
For more than three decades, Odinga has remained the region’s dominant political figure, with his endorsements often carrying decisive weight in party nominations and general elections.<\/p>\n\n\n\n
Yet the 2027 succession could present a different dynamic. <\/p>\n\n\n\n
Political observers say the extent of Odinga’s direct involvement in local nominations remains uncertain, particularly as ODM seeks to strengthen internal democratic processes and prepare for a future beyond its founding generation.<\/p>\n\n\n\n
Even without an explicit endorsement, aspirants are expected to emphasise loyalty to ODM’s ideals and Odinga’s political legacy, making the contest less about ideological differences than about who best combines continuity with renewal.<\/p>\n\n\n\n
Development record versus political pedigree. Ochieng’s campaign is expected to rely heavily on his years in county government. <\/p>\n\n\n\n
Before becoming Chief Officer for Education, he served as Director of Trade and Enterprise Development, where he played a central role in reorganising informal trading spaces during the transformation of Kisumu’s central business district.<\/p>\n\n\n\n
According to traders’ leaders, his tenure coincided with major reforms that reshaped the county’s informal economy.<\/p>\n\n\n\n
Francis Oyamo, Secretary General of the Traders of Ojino Okewo, credits Ochieng with helping facilitate the gazettement of Ojino Okewo Street as an official trading market in July 2020 alongside local leaders.<\/p>\n\n\n\n
He also says approximately 1,192 traders benefited from the establishment of four markets through partnerships between the county government and private investors, including Global Market, Ojino Okewo Market, Chichwa Open Air Market and Chichwa Main Market.<\/p>\n\n\n\n
Oyamo further attributes the introduction of a biometric registration system for traders to Ochieng’s tenure, saying it improved planning by accurately identifying traders and allocating trading spaces.<\/p>\n\n\n\n
He also says Ochieng helped traders access county enterprise funds and frequently intervened to resolve disputes within trading centres, reducing conflicts that had previously disrupted business.<\/p>\n\n\n\n
Supporters argue those initiatives demonstrate practical leadership focused on economic empowerment rather than political rhetoric.<\/p>\n\n\n\n
His current role overseeing education has also seen him champion technical and vocational education, recruitment of instructors and expansion of early childhood learning programmes, issues likely to feature prominently during the campaign.<\/p>\n\n\n\n
Critics, however, argue executive appointments require a different skill set from parliamentary leadership.<\/p>\n\n\n\n
A Member of Parliament must legislate, scrutinise government spending, influence national policy, negotiate within party structures and respond to complex constituency demands that extend beyond implementing development projects.<\/p>\n\n\n\n
Whether administrative success can translate into electoral support remains uncertain.<\/p>\n\n\n\n
Youth vote could shape the outcome.<\/p>\n\n\n\n
Demographics may become one of the campaign’s biggest variables. Kisumu Central has one of the youngest urban voting populations in western Kenya, with unemployment, enterprise financing, digital innovation and skills development expected to dominate campaign debates.<\/p>\n\n\n\n
The candidates who are able to present practical solutions rather than broad political promises could gain an advantage among younger voters seeking economic opportunities.<\/p>\n\n\n\n
Ochieng’s emphasis on vocational education, entrepreneurship and job creation appears tailored to that constituency.<\/p>\n\n\n\n
Bob CEO is also expected to target younger voters by highlighting his business experience and private-sector credentials.<\/p>\n\n\n\n
But Kenyan elections have repeatedly shown that while younger voters often express support for political renewal, turnout among older and more established voting blocs frequently proves higher, making mobilisation as important as messaging.<\/p>\n\n\n\n
Gassroots politics remains decisive. Despite growing emphasis on development credentials, Kisumu politics continues to be driven by grassroots mobilisation, community networks and party loyalty.<\/p>\n\n\n\n
Church groups, traders’ associations, youth organisations, women’s groups and local opinion leaders remain influential in shaping voter perceptions long before campaigns officially begin.<\/p>\n\n\n\n
For all the discussion about technocracy, entrepreneurship and generational change, the candidate who builds the strongest ward-level political machinery and secures ODM grassroots support is likely to hold the decisive advantage.<\/p>\n\n\n\n
The Kisumu Central race is therefore becoming more than a constituency contest.<\/p>\n\n\n\n
It offers an early glimpse into how ODM intends to manage political succession in its heartland, whether voters remain loyal to established political figures or embrace a new generation of leaders defined by administrative performance and development credentials.<\/p>\n\n\n\n
The outcome could provide one of the clearest signals yet of the direction the country’s opposition stronghold takes as it enters the post-incumbency era ahead of the 2027 general election.<\/p>\n\n\n\n
