Kisumu City authorities have warned container owners and prospective developers to obtain approval before installing commercial structures, threatening enforcement action against those who flout the regulations.
The Kisumu City government has directed individuals, businesses and property owners to seek the necessary approvals before erecting or occupying containers for commercial and other purposes within the city.
In a public notice dated 12 October 2026, acting City Manager Fredrick Mariwa said container installations constitute regulated development and must comply with planning, development control and public safety requirements.
The notice also warned owners against placing containers on pedestrian walkways, road reserves, drainage channels, access roads, public utility wayleaves and other public spaces designated for public use.
Owners who have already installed containers without approval or in locations that obstruct pedestrian movement, interfere with drainage or compromise public safety have been directed to remove the obstructions.

“The City will take enforcement action, including the removal of containers erected in contravention of regulations,” the notice said.
The enforcement measures will particularly target containers obstructing walkways, drainage infrastructure, road reserves and other public spaces.
The city government urged prospective developers to obtain the required approvals before undertaking such developments, while those seeking clarification or wishing to submit applications were advised to contact the City Manager.
The notice forms part of the city’s efforts to promote orderly urban development, protect public spaces and ensure compliance with planning and safety regulations.
Mariwa signed the notice on behalf of the City of Kisumu.
